<Noel> the bomber is an unique friendly(?) NPC in Derphy who gives you the quest Red Blossom in Palmia. Other Derphy NPCs will say she's crazy, and they are pretty much correct.
In combat, she uses the same AI as the thief and robber NPCs, repeatedly using the suspicious hand special action and sometimes stopping to attack from melee.
After you complete her quest, she can sell additional nuclear bombs at 12,000 gold pieces each. Because there's always the chance you might want to wipe out the population of an entire town.

The sprite number for <Noel> the bomber is 199. Her portrait is located at 79 by the character sprite based numbering system (female portrait 15), which is a generic female portrait.
Elona+ Changes[]
<Noel> the bomber has an updated sprite and a new unique portrait in Elona+. The portrait is located at 133 by the character sprite based numbering system (female portrait number 53).
She can now drop the Secret treasure of the wicked upon death. Her quest has to be completed beforehand.
Also, like many NPCs, she now spawns with trained Firearms skill.
Her resistances changed from Little to No Resist.
She can be copied with the Astral Light Pen if the conditions are met.
