The <Magic Canceler> (a god jewel unidentified) is a ring that you receive from worshiping Itzpalt of Element, after wishing for and talking to him with a favor of 4025 or more.
This severely decreases both the player's casting chance on stronger spells as well as causes them to do minimal damage and lowers their max MP. This can be utilized for several methods of training magic related skills/spells, such as magic capacity (lower MP means less spells needed to run out, trains will) and control magic, and spells still level when they are failed to be cast.
His translated dialog when he gives you the item is:
