The pair of <Fetter of Earth> (a pair of god jewel when unidentified) is a pair of boots that you receive from worshiping Opatos of Earth, after wishing for and talking to him with a favor of 4025 or more.
As the player speeds up, the slower time passes, so these boots are a good way to slow down the player and allow time to pass quickly when traveling or resting on the world map. This can also be used as a method of quickly training evasion and greater evasion against faster monsters, especially those with multiple hands like Azuras.
Opatos's dialog when he gives you the item is:
