He resides in West Raskilis valley on the 5th floor, in the north center of that map. You have to dig to reach him.

While he has dialogue options, all choices don't seem to do anything beyond (untranslated) lore.

He seems to have the cooking skill by default, unlike similar NPCs of his race and class.

Can be recruited with an Astral Light Pen if the conditions are met. All shown resistances lost on recruitment.
