Talking to him once accepts the quest, and he will warp you to the map when talking to him a second time. If you leave the quest map for some reason, he will warp you to it again until the quest has finished. Judging by the fact that he quotes Arnold Schwarzenegger more than once, odds are likely that his name is a mistranslation of "Arnold."
