Astral Light Pen broken

The Astral Light Pen has been broken since I believe 2.19. I noticed in 2.20 when I tried to recruit Meshera and noticed that it wouldn't work even with copious amounts of presents. I believe this bug happened around that patch since that was when the changes to the titles occurred, but I will need to do some more bug testing to make sure.

Impression gains are lowered when impression goes higher.

For the lowest tier of gift "cheap gift", which gives 10 impression before modifiers, will need to be gifted around 30-35 times for ALP to be usable.
