I'm trying to translate Elona Custom-G 1.90.4 into Korean (received permission from Sableye on August 22, 2019), but because my language is not a part of the SHIFT-JIS encoding, any text I change is converted to question marks when saved. Is there any way to change the HSP editor's encoding or is there a different way to edit HSPs and recompile?

You can edit HSP files with any text editor, provided it can handle ~13 megabyte text files. I generally use Notepad++.
